Olen päässyt mukaan hankkeeseen, jossa ollaan rakentamassa työturvallisuussertifikaattia hakkuutyöhön. Tshekin Brnossa järjestettiin kesäkuuun viimeisellä viikolla käytännön seminaari, jossa puntaroitiin puunkaadon turvallisuutta. Osanottajia tässä seminaarissa oli Skotlannista, Englannista, Irlannista, Tanskasta, Itävallasta, Saksasta, Hollannista, Belgiasta, Espanjasta, Slovakiasta, Romaniasta ja Suomesta. Paljon on vielä tehtävää, jotta sertifikaatit saadaan kyllin tasavertaiskisi koko Euroopassa.

Monday 27th June 2011 (Classroom-Mendel University)
Welcome & Introduction (EFESC Standards & Accreditation Committee): Billy Robb discussed the agenda for the week and provided a brief review of the overall status of the project. Billy reviewed the current status of the standards & National Agency documentation such as the assessor code of practice. Adjustments were made during the process following feedback from the participants. The structure of assessor accreditation was discussed and reviewed. Willem requested to know the status of the documents; Billy responded that as the contract holder ownership of the project results rest with him. This includes industrial & intellectual property rights etc. Billy also highlighted that the organisational structure for EFESC had not been resolved within the partnership & two options were currently being consulted upon. The site specific risk assessment was reviewed & discussed. Willem & Peter requested to have a copy of the standards Billy agreed to forward the levels updated following the results of the meeting.
Following lunch Kristy demonstrated how the National Agency’s database operates. The process of registration for both candidates and assessors was explained, the restrictions due to data protection, the reason for inclusion of ECVET status etc. Willem asked who were in the standards committee Billy responded that all participants were and indeed formed the accreditation committee also. A paper for potential use on the question bank was circulated. More help is needed to collect questions for this. So far questions submitted to Billy have come from non-Leonardo funded partners.
Billy explained that it was a very ambitious agenda in terms of setting standards for level 1-4 in the short space of 4 days particularly as potentially 23 EFESC chainsaw assessors were present (27 currently possible). He explained that it was more realistic to set a good quality standard for EEC1 & 2 as a minimum and undertake technical evaluations of potential assessors and if time allowed move on to the other levels. Kris requested that theory and practical assessments were kept separated. Billy then asked for nominations from potential National Agency’s (or sub-agency’s), Lead Verifiers & Assessors.
Tuesday 28th June 2011 (Forest-Utechov)
The first practical session was a control test led by the EFESC Lead Verifier-Billy Robb. Kristy undertook the role of mock candidate being assessed in ECC1 chainsaw maintenance & crosscutting. All other participants were to evaluate the session (both assessor & candidate) and discuss afterwards. In order to set up points for discussion both Billy & Kristy included a number of deliberate faults within their performance. A lively debate followed and many technical issues were raised. For example, a ground start is required by law in Czech Republic and the candidate was not wearing a long-sleeved shirt. An example National Agency record of assessment form was used and feedback included the need to highlight the starting procedure and as a minimum critical faults.
Nominated Lead Verifiers then led the afternoon and early evening sessions in small groups undertaking further mock assessments with a range of candidates followed by a whole group de-brief. Average times to complete the practical assessment for ECC1 ranged around 45mins it was agreed that a maximum time allowance of 60mins was adequate. Issues ranged around if gloves were only required when handling the bar & chain, tree categories/sizes, whether questions should be asked from borderline candidates and nearly all participants agreed to keep boring cuts within this level.

Wednesday 29th June 2011 (Forest-Utechov)
As with the previous day, the first practical session was a control test but for ECC2. basic felling. This session was led by Chris Hughes (Assessor) and Kevin Birchall (Candidate). As before, Chris and Kevin undertook the session with some deliberate faults in order to stimulate discussion in the group. Key points included the need to walk the site, adapt the record of assessment form & ensure it is politically neutral in format, use the visor when using the loggers tape, include specification to crosscutting requirements, ensure escape routes & felling direction clear and include a pre-tree fall warning shout. Feedback on assessment technique included more emphasis on observation less on oral questioning; clear assessor instruction and assessor should choose the trees to be felled.
The remainder of the session continued in small groups led by the verifiers but rotated to allow a better exchange of information. The term split level was to be replaced by a safe method of felling a backward leaning tree. Average times to complete the practical assessment for ECC2 ranged from around 45mins-75mins it was agreed that a maximum time allowance of 90mins was adequate.

Thursday 30th June 2011 (Forest-Utechov)
From the previous day it was clear that a high percentage of candidates assessed had been failed in the mock assessments. The likelihood of this was a combination between a lack of practiced skills in some candidates but more likely, as a result of over critical evaluation by the enthusiastic assessors present. It was clear that the participants required some more time to be clear on the standards setting for ECC2. In order to be efficient with the time the 4 nominated Lead Verifiers-Billy Robb, Miguel Munos, Chris Hughes & Jens Hansen decided to break into 2 groups and proceed with the Technical Evaluations of potential ECC Assessors allowing others to gain more practice time. For transparency the evaluations were undertaken with 1 assessor per 2 verifiers. The verifiers collated the results after the performance and judged it on level of underpinning knowledge & practical skills shown.
During the Technical Evaluations, Kevin led a group demonstration evaluating the National Agency verifier report form and demonstrating the process of verification. For this mock candidates and assessors were available and feedback will result in further adaptions to the form. Due to the high accordance of hung-up trees on the site it was recommended that a winch should be available for ECC2.

Friday 01st July 2011 (Forest-Utechov) Some participants had to leave early therefore missed the complete programme particularly the opportunity to observe the Lead Verifiers undertaking Technical Evaluations on each other. Fortunately, none of them failed but it was an opportunity to show transparency and that everybody was being assessed to the same standards. Whilst remaining candidates were undertaking Technical Evaluations the remainder of the group pilot tested ECC3 advanced tree felling again, led by Kevin. As always, very lively discussions were held, critical analysis of technical detail was discussed and constructive agreement was reached. Feedback will be given to Billy to further develop the record of assessment form for this unit.

The final afternoon session included demonstrations by Miki felling large co-dominant trees, Kristy on felling heavily weighted side leaning trees, Aaron on felling a backward leaning tree, Pavel on felling a leaning forward tree with reducing cuts and Billy on felling a leaning forward tree using the Swedish ‘V-cut’. The strengths and weaknesses on all methods were highlighted and discussed.
Further discussions were held on the UK ‘split-level cut’, Spanish ‘split-level cut’, Belgian ‘split-level cut’, Swedish ‘V-cut’, Danish ‘pie cut’ and a possible ECC4 ‘parallel snit’ method. In general, it was a very successful and constructive week with much achieved. The group decided that the next meeting to roll-out the ECC chainsaw certificates, verify successful assessors, re-evaluate unsuccessful assessors and establish National Agency accreditations should be established in September. Offers for venues were received for Brno, Vidra & Navarra. Billy is to circulate the provisional dates as soon as possible and confirm the location as appropriate following discussions with the various partners involved. In general, the event was very successful has led to the final stages in the implementation of the ECC and well attended by 28 participants representing 12 different countries.
